Emp was pulling chain through winding bar while winding belt.  Pelt started to pull while foot was on belt causing ee to fall injuring rt knee. Cause of injury was awareness. Compliance with rules/regs,PPE,mining equip/systems not a factor. Miner proficiency may be a factor
