## Narrative

The Employee was at the end of the rail on the 1 West Tailgate section. EE was in the process of tramming the scoop down the track entry, outby 2blks to load supplies. The scoop tires slid off the rail causing the scoop to slam down on the rail, and strain EE's neck. The employee was complying with all laws, company policies, and was wearing all appropriate PPE.
