Miner was assisting in pouring cement, miner was wearing knee high rubber boots which were duck taped to pants at some point cement came in contact with pants making them wet. Approx. 1 hour of work and miner noticed skin irritation, first aid did not nullify irritation. Miner was sent to hospital for chemical burns of mid leg region
