## Narrative

Employee was setting the miner up for the first cut of the day. EE scaled a loose rib with the head of the miner. After scaling the rib the employee panned the gob up with miner and set the miner up for the first lift. After EE positioned the miner, as EE went to look at the miner EE stepped on a piece of coal crilling left ankle resulting in a fracture.
