Employee was assisting in fixing a rolled out haulage rail. Another employee pushed rail tie across and struck employee's left hand. This incident did not involve any aspect of compliance with rules and regulations; mine equipment or mining system; job skills and miner proficiency, training and attitude; or protective items relating to clothing, or protective devices on equipment.
