Abstract
The Office of Thrift Supervision (OTS) is amending its Rules [[Page 28034]] of Practice and Procedure in Adjudicatory Proceedings. The final rule is intended to clarify provisions relating to ex parte communications to conform to the requirements of the Administrative Procedure Act (APA). In particular, the amendment clarifies that the ex parte provisions do not apply to intra-agency communications, which are governed by a separate provision of the APA.
