## Abstract

The Department of the Treasury is issuing an interim rule implementing two new programs administered by the Community Development Financial Institutions Fund (CDFI Fund or Fund). The initiatives shall be known as the Community Development Financial Institutions Program (CDFI Program) and the Bank Enterprise Award Program (BEA Program). The programs were authorized by the Community Development Banking and Financial Institutions Act of 1994. The interim rule also provides environmental quality procedures related to these programs. The CDFI Fund's programs are designed to facilitate the flow of lending and investment capital into distressed communities and to individuals who have been unable to take full advantage of the financial services industry.
