Abstract
This Final Rule amends the offering circular for Series EE United States Savings Bonds to reflect rate changes for Series EE savings bonds issued on or after May 1, 1995, and the repeal of the statutory minimum 4 percent investment yield guarantee. The purpose of these changes is to provide for greater flexibility in determining and calculating the interest rates and redemption values for Series EE savings bonds.
