## Abstract

The Department of the Treasury (``Department'') is issuing an amendment to its regulations governing the sale and issue of marketable book-entry Treasury securities (Uniform Offering Circular for the Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds). The amendment defines the term ``investment adviser'' and contains a new section on bidding through investment advisers. The amendment also makes certain technical and clarifying changes.
