## Abstract

This final rule revises the regulations governing the delivery of Treasury checks outside the United States by removing the reference to Vietnam. With the resumption of diplomatic relations, there is reasonable assurance that payees residing in Vietnam will receive and be able to negotiate Treasury checks for full value. An additional revision contained in this rule updates a reference to the Department of Veterans Affairs.
