This document adopts as a final rule, with some modifications, proposed amendments to the Customs Regulations to clarify and update the legal requirements and procedures that apply for purposes of obtaining duty-free treatment on articles imported from insular possessions of the United States other than Puerto Rico. The final regulatory amendments include certain organizational changes to improve the layout of the regulations and also clarify and update the personal exemption provisions applicable to returning residents.
