This document amends the Customs Regulations to implement title IV of the Anti Car Theft Act of 1992, which concerns the exportation of used self-propelled vehicles. The amendments concern the nature of the documentation that establishes ownership of a vehicle bound for export and the presentment of that documentation to Customs. The document also clarifies procedures to enable Customs to more efficiently and effectively deter the export of stolen vehicles.
