Abstract

We are amending the regulations governing the importation of fruits and vegetables to expand the number of States in which fresh Hass avocado fruit grown in approved orchards in approved municipalities in Michoacan, Mexico, may be distributed. We are also allowing the distribution of the avocados during all months of the year. For the first 2 years following the effective date of this rule, those avocados may be distributed in all States except California, Florida, and Hawaii; after 2 years, the avocados may be distributed in all States. We are taking this action in response to a request from the Government of Mexico and based on our finding that the phytosanitary measures described in this final rule will reduce the risk of introducing plant pests associated with Mexican Hass avocados into the United States.
