## Abstract

The Federal Crop Insurance Corporation (``FCIC'') hereby adds a new part 404 to chapter IV of title 7 of the Code of Federal Regulations (``CFR''). The intended effect of this interim rule is to provide a noninsured crop disaster assistance program (``NAP'') to protect producers of crops for which insurance is not available. NAP provides a level of protection in most respects comparable to the catastrophic risk protection plan of insurance offered to producers on certain crops.
