This final rule amends the regulations for the 1990, 1991, 1992, and 1993, Disaster Payment Programs and adds the 1994 Disaster Payment Program and the 1994 Tree Assistance Program (TAP) to implement statutory requirements. Also, this amendment makes technical corrections because of the consolidation of the Agricultural Stabilization and Conservation Service, with personnel of the Federal Crop Insurance Corporation, and the farm loan programs of the Farmers Home Administration into the Consolidated Farm Service Agency (CFSA).
