The purpose of this final rule is to adopt, without change, the interim rule published in the Federal Register on May 1, 1995, (60 FR 21036). The interim rule amended the regulations to require that persons seeking tobacco price support must be in compliance with the crop insurance requirements implemented by the Federal Crop Insurance Corporation (FCIC). The crop insurance requirement is mandated amendments to the Federal Crop Insurance Act (FCIA) enacted in the Federal Crop Insurance Reform Act of 1994 (``1994 Act'').
