## Abstract

The Federal Crop Insurance Corporation (FCIC) finalizes 7 CFR part 400, subpart T of its General Administrative Regulations. The intended effect of this final rule is to provide noninsured producers, policyholders, and insurance companies the regulations applicable to the catastrophic risk protection program. It will also provide other changes in FCIC insurance programs to comply with statutory mandates of the Federal Crop Insurance Act (Act), as amended by the Federal Crop Insurance Reform Act of 1994 (Reform Act) and the Federal Agriculture Improvement and Reform Act of 1996 (1996 Act).
