This final rule moves the noninsured crop disaster assistance program (NAP) provisions currently in 7 CFR part 404 to 7 CFR part 1437, and implements the amendments to NAP made in Title I of the Federal Agriculture Improvement and Reform Act of 1996 (the 1996 Act). The 1996 Act changes the administration of the program from the Federal Crop Insurance Corporation (FCIC) to the Secretary through the Commodity Credit Corporation. The NAP program will continue to be operated through the Farm Service Agency (FSA). Other amendments include the addition of seed crops and aquaculture (including ornamental fish) as crops eligible for benefits under this part, and relaxes the acreage and production reporting requirements.
