Abstract
Notice is hereby given that the time period for filing comments is reopened and extended on the interim final rule published in the December 4, 1995, issue of the Federal Register (60 FR 62172- 62181). The comment period is extended until July 9, 1996. The comment period is extended to allow interested parties adequate time to comment.
