## Abstract

This document establishes a Popcorn Promotion, Research, and Consumer Information Order (Order) under the Popcorn Promotion, Research, and Consumer Information Act of 1996. Under the Order, processors will pay an assessment rate of 5 cents per hundredweight of popcorn to the Popcorn Board (Board). Composed of popcorn processors, the Board will use the assessments collected to conduct a generic program of promotion, research, and consumer information to maintain and expand markets for popcorn. The U.S. Department (Department) of Agriculture conducted a referendum among eligible popcorn processors to determine whether they favor the implementation of the Order. The Order was approved by a majority of those voting in the referendum with such majority, processing more than 50 percent of the popcorn processed by all those voting in the referendum.
