## Abstract

The Department of Agriculture (USDA) is revising the regulations (other than Rules of Practice) Under the Perishable Agricultural Commodities Act (PACA or Act) to establish that electronic transmissions are ``ordinary and usual billing or invoice statements'' within the meaning of the PACA.
