Abstract
The following changes implement provisions of the Federal Agriculture Improvement and Reform Act of 1996 (1996 Act) that affect the Farm Loan Programs of the Farm Service Agency (FSA), formerly administered by the Farmers Home Administration (FmHA). The provisions of this rule affect the direct and guaranteed farm ownership (FO), operating loan (OL) programs, and the direct emergency (EM) loan program. Implementation of these provisions will result in the streamlining and shortening of the loan servicing process and result in reduced losses to the Government.
