Karnal Bunt Regulatory Flexibility Analysis

We are publishing in this document the regulatory flexibility analysis prepared for an October 4, 1996, final rule that amended the Karnal bunt regulations established in a series of interim rules and that established criteria for levels of risk, the movement of regulated articles, and the planting of seed from Karnal bunt host crops. Because that final rule was published on an emergency basis, compliance with the regulatory flexibility analysis requirements of the Regulatory Flexibility Act was found to be impracticable, and completion of those requirements was delayed by the Administrator of the Animal and Plant Health Inspection Service. The required analysis has been completed and is, therefore, being made available to the public.
