## Abstract

We are adopting a final rule, without change, an interim rule that amended the list of suppressive areas under the witchweed quarantine and regulations by removing areas from 12 counties in North Carolina and 3 counties in South Carolina. The interim rule was necessary to relieve unnecessary restrictions on the interstate movement of regulated articles from these areas.
