Abstract
This final rule establishes the policies and procedures for the designation of Round II Rural Empowerment Zones. This action authorizes the Secretary of the U.S. Department of Agriculture (USDA) to designate not more than 5 rural Empowerment Zones (Round II) as authorized by the Taxpayer Relief Act of 1997 (Pub. L. 105-34).
