Abstract
The Department of Agriculture (USDA) published in the Federal Register of June 23, 1999, a document promulgating a final rule for the National Appeals Division (NAD) rules of procedure. Inadvertently the rule revised all of 7 CFR part 11 instead of only 7 CFR part 11, subpart A.
