Abstract
We are amending existing user fees for import- or entry- related services provided for animals presented at airports, ocean ports, and rail ports. User fees for these services were set at a flat rate. We are replacing the flat rate user fee with hourly rate user fees. This action will ensure that the user fees collected are adequate for the services that are provided.
