## Abstract

In accordance with the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, this final rule sets forth the regulations for a recourse loan program for mohair. The program will be conducted during the 1999 fiscal year and applies to mohair produced during and before the 1999 fiscal year.
