## Narrative
The failure is in FHTSA rules for vehicle safety. Complete ignorance of headlamp rules regarding beam direction being too high, often blinding oncoming drivers. Vehicle manufacturers started ignoring the rules many years ago as soon as the airplane-like-intensity lights entered the arena.  I suspect the intake reviewers of this form don’t drive around enough to even realize what I’m talking about. So I have extremely low expectations of any response or reaction.
