CONSUMER WAS SITTING  AT STOP SIGN AND ANOTHER VEHICLE RAN HEAD-ON INTO CONSUMER'S VEHICLE. UPON IMPACT,  AIRBAGS DIDN'T DEPLOY.  TOYOTA SAID THAT THERE WASN'T ENOUGH IMPACT TO SET  THEM OFF.  *AK
