COMPLAINANT WAS TRAVELING IN HIS DODGE NEON AT APPROXIMATELY 30 MPH WHEN HE ATTEMPTED TO APPLY HIS BRAKES, WHICH DID NOT WORK, AND HE WAS NOT ABLE TO STOP. HE HIT ANOTHER CAR IN THE REAR.
