Most of its activity is\nwell into the Gulf, south of southeast Louisiana. It has decreased\nslightly in strength since the 10 PM CDT advisory, now has peak winds\nat 50 mph, and is expected to continue slowly weakening. Impacts to\nthe area are expected through early Thursday morning.\n\nBertha is forecast to bring the threat of tropical storm force wind\ngusts to coastal areas of Plaquemines, Jefferson, Lafourche, and\nTerrebonne Parishes and locally heavy rainfall generally south of I-\n10, and coastal flooding of up to 2 to 4 feet above normally dry\nground. The coastal areas of Mississippi and southeast Louisiana will\nhave the greatest threat, especially along and south of I-10.\n\nCoastal Flood Warnings are in effect for coastal Mississippi and\nSoutheast St. Tammany to the Mouth of the Mississippi River. Coastal\nFlood Advisories are in effect for north and west shores of Lake\nPontchartrain and the Jefferson/Lafourche Parish Line to Morgan City,\nLouisiana.\n\nTropical Storm Warnings are now in effect for the New Orleans Metro\narea as well as Lake Pontchartrain and Lakes Salvador and\nCatoaouatche. Along the coast, Tropical Storm Warnings are now in\neffect from the Bay/Gulf County Line in Florida border west to Morgan\nCity, Louisiana. Additionally, Tropical Storm Watches remain in effect\nfor St. John Parish, inland portions Terrebonne and Lafourche\nParishes, Lake Maurepas, as well as inland portions of coastal\nMississippi Counties of Jackson, Harrison, and Hancock.\n\nPOTENTIAL IMPACTS\n-----------------\n\n* SURGE:\nPotential impacts from the main surge event are now unfolding across\ncoastal Southeast Louisiana and coastal MS. If\nrealized, these impacts include:\n- Areas of inundation with storm surge flooding accentuated by\nwaves. Damage to several buildings, mainly near the coast.\n- Sections of near-shore escape routes and secondary roads become\nweakened or washed out, especially in usually vulnerable low\nspots.\n- Major beach erosion with heavy surf breaching dunes. Strong and\nnumerous rip currents.\n- Moderate damage to marinas, docks, boardwalks, and piers.\nSeveral small craft broken away from moorings, especially in\nunprotected anchorages.\n\nElsewhere across Southeast Louisiana and South Mississippi, little to\nno impact is anticipated.\n\n* WIND:\nPotential impacts from the main wind event are now unfolding across\nSoutheast Louisiana and Coastal Mississippi. If realized,\nthese impacts include:\n- Damage to porches, awnings, carports, sheds, and unanchored\nmobile homes. Unsecured lightweight objects blown about.\n- Many large tree limbs broken off. A few trees snapped or\nuprooted, but with greater numbers in places where trees are\nshallow rooted. Some fences and roadway signs blown over.\n- A few roads impassable from debris, particularly within urban\nor heavily wooded places. Hazardous driving conditions on\nbridges and other elevated roadways.\n- Scattered power and communications outages.\n\nElsewhere across Southeast Louisiana and South Mississippi, little to\nno impact is anticipated.\n\n* FLOODING RAIN:\nPotential impacts from the flooding rain are still unfolding across\nSoutheast Louisiana and South Mississippi. If realized, these impacts include:\n- Localized rainfall flooding may prompt a few evacuations.\n- Rivers and tributaries may quickly rise with swifter currents.\nSmall streams, creeks, canals, and ditches may become swollen\nand overflow in spots.\n- Flood waters can enter a few structures, especially in usually\nvulnerable spots. A few places where rapid ponding of water\noccurs at underpasses, low-lying spots, and poor drainage\nareas. Several storm drains and retention ponds become\nnear-full and begin to overflow. Some brief road and bridge\nclosures.\n\n* TORNADOES:\nLittle to no impacts are anticipated at this time\nacross Southeast Louisiana and South Mississippi.\n\nPRECAUTIONARY/PREPAREDNESS ACTIONS\n----------------------------------\n\n* EVACUATIONS:\nFollow the advice of local officials.\n\n* OTHER PREPAREDNESS INFORMATION:\nNow is the time to stay inside and away from windows. Listen for\nupdates and be ready in case you lose electrical power. Keep a\nbattery-powered radio, charged cell phone and flashlight handy.\n\nKeep your cell phone charged and in power-saving mode. If you lose\npower, use it sparingly and mainly for personal emergencies and\ncheck-ins.\n\nDo not venture outside while in the eye of a hurricane as any\nimprovement in weather will only be temporary. Once the eye passes,\nconditions will become life threatening as winds immediately return\nto dangerous speeds, so remain safely sheltered from the storm.\n\nDo not be a thrill seeker or risk your life for senseless photos or\nvideos.\n\nQuickly move to the safest place within your shelter if it begins to\nfail, preferably an interior room on the lowest floor as long as\nflooding is not a concern.\n\nIf you are prone to flooding or in an area under a storm surge watch\nor warning, be prepared for the possibility of a quick and dramatic\nrise in water levels.\n\nIf a tornado warning is issued for your area, quickly move to the\nsafest place within your shelter. Protect your head and body.\n\n\n* ADDITIONAL SOURCES OF INFORMATION:\n- For information on appropriate preparations see ready.gov\n- For information on creating an emergency plan see getagameplan.org\n- For additional disaster preparedness information see redcross.org\n\nNEXT UPDATE\n-----------\n\nThe next local statement will be issued by the National Weather\nService in New Orleans LA around 4PM CDT, or sooner if conditions\nwarrant."}
