Water\nbegins to spread out of storm drains onto Water Street just\nsouth of Market Street in downtown Wilmington.\n\n* ADDITIONAL DETAILS...Affected areas listed are based on\naverage tide conditions. Additional locations may experience\nflooding during periods of heavy rainfall, high winds, or\nother factors.\n\n## Instructions\nIf travel is required, allow extra time as some roads may be\nclosed.
