BERNARD PARISH, LA.\nOBSERVED TROPICAL STORM CONDITIONS ARE MOVING INLAND OVER PORTIONS OF\nCOASTAL SOUTHEAST LOUISIANA.\n\nNEW INFORMATION\n---------------\n\n* CHANGES TO WATCHES AND WARNINGS:\n- None\n\n* CURRENT WATCHES AND WARNINGS:\n- A Tropical Storm Warning is in effect for Central Jefferson,\nCentral Plaquemines, Central St. Charles, Coastal Jefferson,\nEastern Orleans, Lower Lafourche, Lower Plaquemines, Lower St.\nBernard, Lower St. Charles, Lower Terrebonne, Southeast St.\nTammany, Southern Hancock, Southern Harrison, Southern Jackson,\nUpper Jefferson, Upper Plaquemines, Upper St. Bernard, Upper\nSt. Charles, and Western Orleans\n- A Tropical Storm Watch is in effect for Northern Hancock,\nNorthern Harrison, Northern Jackson, St. John The Baptist,\nUpper Lafourche, and Upper Terrebonne\n\n* STORM INFORMATION:\n- About 30 miles east-southeast of New Orleans LA or about 60\nmiles southwest of Gulfport MS\n- 29.8N 89.8W\n- Storm Intensity 45 mph\n- Movement West or 270 degrees at 7 mph\n\nSITUATION OVERVIEW\n------------------\n\nTropical Storm Bertha made landfall near the Biloxi Wildlife\nManagement Area in St. Bernard Parish, Louisiana at around 200 PM CDT.\nThe storm continues to move westward and inland into southeast\nLouisiana where it will be capable of producing wind gusts upwards of\n45 to 50 mph at times within the tropical storm warning and watch\nareas, especially near the coastal areas of southeast Louisiana.\n\nCoastal flooding has been observed at the Shell Beach and Waveland\nobservation stations and additional minor to moderate coastal flooding\nupwards of 2 to 3 feet is expected during the high tide cycle for\nportions of coastal Louisiana and Mississippi through Thursday\nmorning.\n\nLight to moderate rainfall is occurring with this storm over land\nareas though additional heavier rainfall will be possible through\nThursday for coastal areas of Mississippi and southeast Louisiana. The\nthreat of excessive rainfall has decreased for areas along and north\nof the I-10/12 corridor.\n\nNo changes have been made to Tropical Storm Warnings or Watches with\nthis advisory package. No changes to Coastal Flood Warnings and\nAdvisories have been changed with this advisory package.\n\nPOTENTIAL IMPACTS\n-----------------\n\n* WIND:\nPrepare for hazardous wind having possible limited impacts across\nportions of Coastal Southeast Louisiana and Coastal Mississippi.\nPotential impacts in this area include:\n- Damage to porches, awnings, carports, sheds, and unanchored\nmobile homes. Unsecured lightweight objects blown about.\n- Many large tree limbs broken off. A few trees snapped or\nuprooted, but with greater numbers in places where trees are\nshallow rooted. Some fences and roadway signs blown over.\n- A few roads impassable from debris, particularly within urban\nor heavily wooded places. Hazardous driving conditions on\nbridges and other elevated roadways.\n- Scattered power and communications outages.\n\nElsewhere across Southeast Louisiana and South Mississippi, little to\nno impact is anticipated.\n\n* SURGE:\nPrepare for locally hazardous surge having possible limited impacts\nacross portions of Coastal Southeast Louisiana and Coastal\nMississippi. Potential impacts in this area include:\n- Localized inundation with storm surge flooding mainly along\nimmediate shorelines and in low-lying spots, or in areas\nfarther inland near where higher surge waters move ashore.\n- Sections of near-shore roads and parking lots become overspread\nwith surge water. Driving conditions dangerous in places where\nsurge water covers the road.\n- Moderate beach erosion. Heavy surf also breaching dunes, mainly\nin usually vulnerable locations. Strong rip currents.\n- Minor to locally moderate damage to marinas, docks, boardwalks,\nand piers. A few small craft broken away from moorings.\n\nElsewhere across Southeast Louisiana and South Mississippi, little to\nno impact is anticipated.\n\n* FLOODING RAIN:\nPrepare for locally hazardous rainfall flooding having possible limited\nimpacts across Coastal Southeast Louisiana and Coastal Mississippi.\nPotential impacts include:\n- Localized rainfall flooding may prompt a few evacuations.\n- Rivers and tributaries may quickly rise with swifter currents.\nSmall streams, creeks, canals, and ditches may become swollen\nand overflow in spots.\n- Flood waters can enter a few structures, especially in usually\nvulnerable spots. A few places where rapid ponding of water\noccurs at underpasses, low-lying spots, and poor drainage\nareas. Several storm drains and retention ponds become\nnear-full and begin to overflow. Some brief road and bridge\nclosures.\n\n* TORNADOES:\nNo impacts are anticipated at this time across Southeast Louisiana and\nSouth Mississippi.\n\nPRECAUTIONARY/PREPAREDNESS ACTIONS\n----------------------------------\n\n* EVACUATIONS:\nFollow the advice of local officials.\n\n* OTHER PREPAREDNESS INFORMATION:\nAlways heed the advice of local officials and comply with orders that\nare issued.
