August 5, 2004, EPA inspection found the Carington Place facility in violation of permit requirements under the NPDES federal storm water regulatory permit program. December 2004, EPA addressed the violations at the facility with the issuance of an Expedited Settlement Offer and Administrative Order for compliance to the owner/operator TX-Morrow Construction, Inc.
