Summary

On September 7, 2011, EPA completed a multi-party Federal Facility Compliance Agreement (FFCA) that addresses violations of the Cold Water Aquaculture Facilities in Idaho General NPDES Permit at the Dworshak National Fish Hatchery (Hatchery) near Lewiston, Idaho. Other parties to the FFCA include the Hatcherys operator, the U.S. Fish and Wildlife Service, and owner, the U.S. Army Corps of Engineers. The FFCA addresses prohibited discharges of untreated cleaning wastes and past failures to submit timely discharge monitoring reports. The FFCA includes commitments to make substantial structural and operational changes to the Hatchery over several years to stop the prohibited discharges of untreated cleaning waste. Other benefits associated with this FFCA process include improved energy and water conservation and fish health.
