On August 21, 2014, Region 10 issued an administrative order on consent with Jon Koloski to address Clean Water Act violations. In early 2012, Mr. Koloski violated the CWA Section 404 by constructing a bulkhead after he withdrew his CWA Section 404 permit application from the Army Corps of Engineers. The order requires Mr. Koloski to remedy the environmental and habitat losses resulting from the violation by: conducting on-site mitigation consistent with the National Marine Fisheries ServiceÂs Biological Opinion, obtaining an Army Corps of Engineers Section 404 Nationwide 32 permit, and paying $60,500 to Hood Canal Coordinating Council In-Lieu Fee Program for off-site mitigation.
