The Springfield Water and Sewer Commission submitted an integrated wastewater plan which covers CSO collection system and treatment plant work for the next 25+ years for the City of Springfield, MA. This is an order to have the commission do phases 2 and 3 of the CSO work outlined in the integrated plan.
