On April 5, 2018, EPA inspected the Blue Respondent's horse farm located in Wallkill, NY. At the time of the inspection, EPA identified that the horse farm is operating as a Medium CAFO with over 150 horses confined for more than 45 days in unvegetated areas with discharges from the manure storage pile and horse washwater to the Dwaar Kill creek. The horse farm does not have coverage under a NYSDEC SPDES Permit. This Order requires the Respondent to eliminate the discharges of horse washwater and manure pile runoff and to obtain coverage under a SPDES permit in coordination with the NYSDEC.
