Complaint alleges that Defendants violated CWA section 301(a) by discharging dredged or fill material and/or controlling and directing the discharge of dredged or fill material into waters of the US at the Davis Besse Firing Range Site located at 818 Front Street, Port Clinton, Ohio (the Site ) and more fully described in the Complaint, without a permit issued by the United States Department of the Army Corps of Engineers (the Corps )
