On February 29, 2024, EPA Region 10 issued a consent agreement and final order to Clearwater Paper Corporation, resolving violations of EPCRA Section 313 occurring in Lewiston, Idaho. Clearwater Paper failed to properly report one-time chlorine releases as required under EPCRA 313 and the Pollution Prevention Act for calendar years 2019 and 2020. These unintentional chlorine releases resulted in hundreds of pounds of chlorine being released into the atmosphere that were not accurately portrayed in Clearwater's EPCRA 313 Form Rs. Clearwater Paper has revised its Form R reports to the TRI and agreed to pay a penalty of $45,000.
