On December 12, 2023, EPA and the CT DOT entered into a Consent Order that imposes schedules for CT DOT to comply with the following requirements of the CTDEEP MS4 general permit for transportation facilities: inspect existing stormwater controls, perform short-term maintenance on stormwater controls, and create a plan for long-term inspection and maintenance at stormwater controls; to meet an interim and longer-term goal for disconnecting impervious area (thereby reducing pollutant load); to meet set schedules for implementing street sweeping; and meet set schedules for implementing catch basin inspection and cleaning.
