Abstract

EPA is approving several revisions to the Connecticut (CT) State Implementation Plan (SIP). The revisions being approved consist of changes to various volatile organic compound (VOC) regulations that are currently in the CT SIP. These changes include: revisions to the definition of VOC; revisions to the gasoline loading regulation; revisions to the metal cleaning regulation; revisions to the miscellaneous metal parts and products coating regulation; and revisions to CT's "reasonably available control technology (RACT) for volatile organic compounds" regulation. Additionally, EPA is approving CT's negative declarations for the synthetic organic chemical manufacturing industry (SOCMI) distillation and reactor vessel source categories for which EPA issued control technique guideline documents (CTGs). The intended effect of this action is to approve these revisions to the SIP in accordance with sections 110 and 182(b)(2) of the Clean Air Act (CAA).
