Abstract
EPA is announcing final approval of a statewide NO<INF>X</INF> rule to reduce the emissions of nitrogen oxides ( NO<INF>X</INF>) and establish a NO<INF>X</INF> emissions trading program for the state of Missouri. This rule is a critical element in the state's plan to attain the ozone standard in the St. Louis ozone nonattainment area.
