Abstract
EPA is taking direct final action to approve a revision to the Santa Barbara County Air Pollution Control District (SBCAPCD) portion of the California State Implementation Plan (SIP). This revision concerns volatile organic compound (VOC) emissions from adhesive and sealants. We are approving a local rule that regulates this emission source under the Clean Air Act as amended in 1990 (CAA or the Act).
