Clean Air Act Final Full Approval of Operating Permit Programs; Alabama, City of Huntsville, and Jefferson County

EPA is promulgating full approval of the operating permit programs of the Alabama Department of Environmental Management, the City of Huntsville's Division of Natural Resources, and the Jefferson County Department of Health. These programs were submitted in response to the directive in the 1990 Clean Air Act (CAA) Amendments that permitting authorities develop, and submit to EPA, programs for issuing operating permits to all major stationary sources and to certain other sources within the permitting authorities' jurisdiction. On November 15, 1995, EPA granted interim approval to the Alabama, Huntsville, and Jefferson County title V operating permit programs. These agencies revised their programs to satisfy the conditions of the interim approval, and EPA proposed full approval in the Federal Register on August 28, 2001. EPA did not receive any comments on the proposed action, so this action promulgates final full approval of the Alabama, Huntsville, and Jefferson County operating permit programs.
