Clean Air Act Final Full Approval of Operating Permit Program; KY

EPA is promulgating full approval of the operating permit program of the Kentucky Department of Environmental Protection. This program was submitted in response to the directive in the 1990 Clean Air Act (CAA) Amendments that permitting authorities develop, and submit to EPA, programs for issuing operating permits to all major stationary sources and to certain other sources within the permitting authorities' jurisdiction. On November 14, 1995, EPA granted interim approval to the Kentucky title V operating permit program. This agency revised its program to satisfy the conditions of the interim approval, and EPA proposed full approval in the Federal Register on September 12, 2001. EPA did not receive any comments on the proposed action, so this action promulgates final full approval of the Kentucky operating permit program.
