Abstract
The Environmental Protection Agency (EPA) is issuing this rule to amend the EPA Acquisition Regulation (EPAAR) to eliminate higher level reviews (in certain situations) which may delay timely service to customers and which are unnecessary given the fact that the qualified individuals most familiar with a contracting action should have the authority and responsibility for making decisions relating to that action. In addition, certain technical amendments are being made to add procedures for class deviations, to revise definitions, and to clarify regulations.
