Through this action, EPA is correcting the final rule published in the Federal Register on July 24, 2003 (68 FR 43786). Specifically, EPA is clarifying that the effective date for the rule, as it applies to the certification of refrigerant recycling equipment is effective 90 days after the publication date (i.e., October 22, 2003). The effective date for the remaining components of the final rule is September 22, 2003. EPA is also including amendments to regulations that were discussed in the preamble to the July 24, 2003 final rule, but were inadvertently omitted from the Federal Register.
