Abstract

The Environmental Protection Agency (EPA) is narrowly disapproving elements of a State Implementation Plan (SIP) submission from Wisconsin regarding the infrastructure requirements of section 110 of the Clean Air Act (CAA) for the 2006 fine particulate matter (PM<INF>2.5</INF>) National Ambient Air Quality Standard (NAAQS). The infrastructure requirements are designed to ensure that the structural components of each state's air quality management program are adequate to meet the state's responsibilities under the CAA. This action pertains specifically to certain infrastructure requirements that may be satisfied if a state has a fully approved prevention of significant deterioration (PSD) permitting program that incorporates all required program requirements, including the requirement to correctly address oxides of nitrogen (NO<INF>x</INF>) as a precursor to ozone.
